This severe psychological condition was identified and named by Prof. R. F. Streater on 6 Sept 2004. It also occurs in the proxy form; neither form has a cure. Prof. Streater has given the following definitions.
The Stasi Syndrome occurs among social workers, referred to below as "the sufferer". It is a factitious disorder leading the sufferer to abuse children in his or her domain with the intention of avoiding the task of takling real cases of abuse [Beckford, Colwell, Henry, Carlisle, Climbié, Baby P; etc.]. The symptoms are often associated with secondary symptoms, in which the sufferer is compelled to spy on a member of the public, with the intention of creating a miscarriage of justice. In the poxy form, the sufferer entices or bribes a third party to abuse a child or stalk a member of the public, with the sufferer having the intention of avoiding the bother of takling real cases, and of causing a miscarriage of justice.
A true sufferer will never accept the verdict of any court in the land that anyone is innocent of any charges brought by the SS.

With this definition clarified, a simple explanation can be found for the various disasters which have occurred: the social workers involved suffered from the Stasi Syndrome. An expert can tell this at once by watching them being interviewed on television (the Southall test). There is only one chance in 73,000,000 of such a diagnosis being incorrect.
